I imagine that phrasing would've been chosen to counter the myth that the vaccines stop you getting covid at all.
You might think that everyone must know that by now! And for people who've been paying attention, that'll be true - but not everyone has.
I'm remembering a comment online not long ago where someone was like "ohh okay I've just had to revise my ideas of what the vaccine actually does".
I think some people's idea of how covid works is still from like 2021, when mainstream media carried a big lot of "get vaccinated and go back to normal, yay". If you weren't a science geek, you could easily get the impression then that once you'd been jabbed, the risk was dealt with for good.
Similarly, I had an in-person conversation earlier in 2026 where it was news to someone that "food poisoning" symptoms might've actually been covid. I think in their map of the world, you'd know if you had covid because your breathing would be affected.
The info is out there for sure, but it's not necessarily reaching people.
